Arms Dealers, Drug Pushers, Slavers and Bawds
Moz

Moz owns one of the most popular bars in the centre of the main commercial level called "The Dragon's Tooth". He is a gregarious and friendly character who is very rich, but still enjoys working at his bar. He owns several of the bar staff and has direct dealings with Voltar's drug laboratories, which means he gets good priced drugs and drink.
Moz is heavily tatooed with elec-toos provide a degree of attractiveness and physical defense to his stocky, disease scarred body. At 25 he is getting on in years, but as an ex-gangster, he can handle himself. He looks after his family who are mainly bar-staff and workers in Voltar's labs.
Moz loves gossip, he deals in information. If Henri's price is too high, Moz is the person to try. Moz in no spy though, and much of what he knows is hearsay, rumour and distortion. Moz will gladly buy information or a new type of drug. He is interested in Spook of course, desperate for it in fact, in the hope that it might make his place more popular than the huge "Black Ace" bar.
Attached to his bar is a pit-ring. It is novel in that it is suspended above a vat of acid. Sometimes this vat is covered, but often fights that take place hear can result in grusome deaths. Musicians play regularly at the bar, with their limited, primative sounds. Customer can also buy a whore here for the night, many of these are bar staff. most of them are quite expenseive as they are young and well looked after without much disease. The Dragon's tooth also caters for gamblers. A range of dangerous games are played here, mainly chance cames - russian roulette, swollowing bolts (which are either duds or explosive), retractable knife games, arm wrestling, dice games. Fights are frequent here, but heavy weapons are stored by 5 bouncers at the door. blood baths are frequent. Moz tolerates it becuase he get to keep the dead bodies and their equipment according to Spire law. Occasionally the Dragon's Tooth gets raide by Arbites looking for criminals who have a tendancy to come here, adding another random element of danger to this strange club.
Etienne & Andre
Etienne is a pathetic figure. Born to a lower middle class family in the Administratum business, Etienne escaped the drudgery that was awaiting him by joining the families gang. With his younger siblings to protect him, he was able to form connections in the drugs business, but mainly through sheer chance than skill. Voltar had been on the look for someone who could deal experiemental drugs to Etienne's class, and Etienne was willing. Bluffing his way into Voltar's confidence he became a regular middle-man. As he got richer, he was able to push in the higher class clubs. He left the gang to pursue this career.
Whilst pushing voltar's drugs, Etienne became aquainted with an middle class addict named Andre. Etienne was attracted to Andre because of his strange Delaque mystique, something he had always liked about that race. Andre was not a typical Delaque however. Andre was addicted to muggles, a brown, hard substance that one has to burn, crumble and then smoke from a pipe or tube. Andre had become numbed and zombified by muggles and rarely moved from his seat in the bar. Etienne willing followed Andre into the stupor, but as he was rich, he was able to afford Andre a portable powered chair. Andre succumed to the chair and has not moved since. A potty has been installed beneath him, and a small bowl sits on one arm with a constant supply of muggles. His smoking tubes hang from the other.
Andre is a worthless leech who cannot believe his luck. for some reason, Etienne is besotted with him. Etienne is his dog and slave. Etienne cleans the chair sores on his body (as Andre doesn't move around much) and changed his potty. He crumbles muggles for him and feed him his water. Andre limbs have atrophied from none use, and his face is a yellow sagging mask, hanging purpetually behind a dingy curtain of thick, foul smelling muggles smoke. Andre sometimes allows Etienne to sexually satisfy him, but on the whole Andre onl feels contempt for his pusher-lover and carer.
Etienne dresses in a long black coat like a Delaque. He wears goggles like them, and shaves his head. He is trying desperatly to be one. Despite his comical foibles and doggish devotion to Andre, Etienne is not to be crossed. Though he is not very tough or skilled, he is an employee of Voltar.
NeuroKid

Neurokid is a sexually deranged fop. He puts wire in his wild hair to make it stand up. He is always wearing something new when-ever he is seen (he is pictured in his favourite pink-dyed rat-stole and rubber waistcoat with spider-silk shirt above). Neurokid often drags exotic pets around with him, usually lap-animals, but sometimes trained, vicious creatures. He is a Brat with lots of money. His mother is head of Chemical Imports of the Administratum which allows him to get his hands on lots of different types of drug. his father is a high ranking weapons and ammo exporter for the Administratum who works closely with the factory owners. This means neurokid can get hold of a lot of weapons too. In a sense he is almost a blackmarketeer and breaks Spire law here and there. If he gets caught though, he and his family can easily pay the fines. Dealing with Neurokid costs a lot of money - and patience. Neurokid is historionic, dramatic, crazed and invariably high. He wears a tube connected to a stash of liquid psychoactive chemicals permanently up his nose which he takes regular snorts from during conversation.
Though he screams and shouts and fires off his (invariably rare and expensive weapons) on entering a room, though he is usually drunk or high, Neurokid is an excellent dealer. He can get just about anything given enough time. His family and business connections in the Administratum means that he can eventually get hold of things being brought via the SpacePort including plants and animals, medicine and illegal, alien, dangerous and sanctioned items. Neurokid damands extreme prices and usully only deals with very rich gangs and Brats. he is often seen with a couple of whores in the Black Ace. He has hired Henri once or twice to kill rivals.
Others
Other dealers and bawds invaribly own clubs and whore-houses, rather than operate on a face to face level. They usually work as a gang rather than independantly. they are the owners of these places where one can buy a gun as readily as a drink or sex. Clubs almost always sell arms and ammo. There are no Guilders in this spire, the entertainment industry serves this role in a less monopolised fashion. this is one of the few freedoms found in the Spire. If you are strong enough, you could kill the owners and take their business (though you'd have to build up your own connections). Or gangs can save money and buy a place and go into this kind of competative business. These people have to deal with Voltar and the Administratum for drugs and with the Techs and Administratum for weapons. Potiental owners of clubs, pit-rings, whore and snuff houses have to buy expenseive lisences from the Admin. Those who don't operate illegally and may be shot by the Arbites.
