Brats
The Brats are from various rich families in the upper hab levels. There are 4 major gangs: the Litigation; the Blue Rose (a reference to Spook); the Dans Macabre; and the Droogs. Most members wants to impress, kill or have sex with each other.

The Blue Rose
The Blue Rose's main concern is with Spook. They don't want to sell it as they have plenty of credits anyway. They want Spook mainly because of its illegal and taboo status, the prestige it will give them for having it and most of all, the amazing trip it promises. It is exotic, exciting and rare. They do not understand its dangers and care not about addiction. They are, of course, interested in others drugs and entertainment - drinking, popping, snorting, shooting, whoring, gambling, and killing. The UnderHive is exciting, with less restrictions and laws than in the Upper Hab. levels.
These brats aren't totally naive, but they are poseurs. They want "honour", which means they like to insult people and then kill them if they answer back. They will pick fights for no real reason other than sport. They know if things get tough down in the lower levels, pater and mater will bail them out. They have excellent tech. and weapons, but don't utilise it well. They could be easily swayed by a charismatic individual.
These brats are disgusted by deviants and will shoot them on sight. The Blue Rose are the sons and daughters of influential Administratum Managers and Executives.
The Dans Macabre
The Dans Macabre are much like the Blue Rose in their concerns for exotica, sex, drugs and danger (or some perverse combination). They are led by Rakehellion (real name Argyle Torqumada), son of Judge Torquamada of the Adeptus Arbites. Rakehellion (pictured below) is a decadent fop. His interest in sex knows no bounds regarding gender or age. Such encounters typically result in the deaths of the whore through strangulation as orgasm overwhelms Rakehellion, or through bloodloss from the slashings of his Lightening Claw (a rare and expensive commodity which Rakehellion is well known for and easily recognisable). He has a high resistance to drugs which he takes in dangerous combination and quantity. To relax he'll eat sedatives and to perk up again he takes stims or combat drugs (invariably the latter results in blood shed). He carries a needle pistol which he fills with liquid narcotics (usually sex drugs or hallucinogens) with which he shoots himself or others at parties (typically randomly or at aquaintances to amuse himself and start fights or flirtations).
This sick, brutal man has a strange mischevous quirk. He challenges taboos (he has recently had a breast implant on one side of his chest), and he blasphemes regularly. He rarely goes to church and swears at Arbites. He can get away with this because of his fathers place in the Spires society. Strangely though, he is pious (due to his upbringing), though more through fear and awe of the Emperor's might than anything else. He finds degenerates sickening and would shy from heresy. Rakehellion adopts a dandyfied-drag-queenish air, painting his face, wearing high-heels and corsets, exposing his musclar body, wearing jewel-studded cod-pieces, air spider silks and large wide-brimmed hats. He distains armour, though he wears Carapace-back-and-chest armour and has a field. Rakehellion speaks with a lisp and a lazy "r". He is a roughly hansome man, not very womenly in his features, with a wall-eye and a large penis.
Playing Rakehellion is not difficult (he is a shallow, cruel character, but he can also be a lot of fun). People who are readily offended/shocked shouldn't be confrontated with Rakehellion in all of his outrageousness and his sexually activities ought never be discribed... (but then if any of your players are easy to shock/offend then they really shouldn't be playing this campaign...).

The Litigation
The Litigation are probably the most serious and goal oriented of the brat gangs. They are the sons and daughters of Venators, the militant wing of the Ministorum. Most of them have joined the litigation to gain experience in battle for their future careers as ministorum witch-finders. But as brats, they still hold the usual interests of the other brat gangs, namely sex, drugs and debauchery.
The Litigation are far more adept in battle than most brat gangs. They favour powerful weapons, bionics and any technological contrivance which gives them the edge in a fight. They are fond of combat drugs, and their prowess on the battlefield is enhanced by a constant intake of slaught, spur, psycho and frenzon.
The leader, Tzenther Aretz (pictured below), is known for his cruelty and sadism. He insists on a brutal initiation rite for his gangsters, in which he gouges out their right eye and (eventually) replaces it with a bionic. He generally takes no prisoners, and when he does they are tortured to death rather than ransomed. Killing is his favourite pastime and between battles he often buys young boys and girls from their parents (the cost - 1 credit) for a night of orgasmic slaying.
He has been adopted by a caryatid and thereby endowed with a sense of destiny. He is driven by this fatalism to a fanatical degree. Though he, like most brats, loves his wealth and amusements, he would sacrifice any of this for the power he believes is rightly his. Spook is a part of this perceived destiny. On a recent expedition to the underhive he managed to retrieve a sizeable cache of the stuff, which provided him not only with several great trips, but also a large amount of money and prestige.
Tzenther also has his secrets. As the son of a venator, he is expected to take up his father's career hunting witches and killing deviants, but due to his frequent intake of spook, he has himself developed the very psychic abilities he is to preach against. He also has a sexual propensity for deviants, and keeps a harem of cloaked and hooded women, all of which are marred by some illegal physical aberration.
His love of freaks and his sadistic tendencies, as well as his desire for powerful connections, has led him into a strange affair with Rakehellion Torquemada. Together they engage in ruthless orgies of sex, drugs, cruelty and death.
The rest of the gang are unaware of Tzenther's heretical proclivities, and perceive him as a strong leader, blessed by the Emperor with a caryatid, and worthy of every respect.
