The Adeptus Arbites

The Adeptus Arbites are commonly called the Police, the Law or Arbitrators and their organisation represents the martial arm of the Administratum. Although planets are mainly self-governing and self-policing this arrangement sometimes breaks down, or proves unsatisfactory for one reason or another - rebellious Commanders may be tempted to plot treason against the Imperium, rivals may overstep the bounds of petty feud, or there maybe no indiginous police force, like on Necromunda. There is still an important role for a universal law-enforcing agency, and the Arbitrators fill that role ruthlessly and efficiently. Their duties usually fall between those of the Assassins, who may be obliged to deal with a single troublemaker, and the Army, which would be called in to wage outright war. Without mercy and utterly dedicated, the Arbitrators are feared throughout the galaxy - for they are the agents of a harsh law, where failure and incompetence are crimes, and the only punishments are fines, incarceration or death. Arbitrators are empowered to act as judge, jury, jailor or executioner - citizens have no rights, only members of the nobility or priesthood could claim anything so elaborate as a trial.

Arbitrators base their headquarters on Earth, but they are posted all over human space (and beyond). Often an Arbitrator force might be placed upon a planet to work with an Imperal Commander (sometimes to keep a close watch on his activities). Their uniforms are decorated black carapace armour whilst the head is encased within a simplified and practical version of the helmet worn by the Adeptus Custodes. The uniform conceals an undervest of mesh armour. A cloak is worn as part of the full uniform for higher ranks. Top ranking Arbitrators have more elaborate decorations and Ancient Roman-like plumes on their helmets and the highest rank of Judge wears a laurel wreath on his. Always carried and displayed prominently is the Arbitrators badge - his symbol of office and power. Standard weaponry comprises of a bolt gun, power-maul and suppression shield. Arbitrators are found throughout the most productive and rich Spires of Necromunda's Hive Palatine, to enforce the Noble families laws on a local level. Typically, if the Arbitrators are absent, the gangs will enforce their own laws. Some Arbites are corrupt and can be bribed, some my turn a blind-eye to gang activity or even help it. Typically these Arbites are not to be trusted and any dealings with them will be unstable.
Judge Torquamada
is a strong zealous man who always sticks to the law. He recites his condemnations and sentances with ritualistic accuracy and intones execution or imprisonment wuth gravity an dealy purpose. He leads the Hymns to the Emperor in a lound, strong, baritone operatic voice prior to Mass in the Cathedral. He is well known and feared terribly by the public (though most will never stand before him in a trail). The Judge only attends to serious matters, but even so, he is busy all day and it takes a man with iron will and integrity to hold strong the anarchy and wretchedness of Hive life.
Torquamada is a trianed Judge which means he is psychic and aware of the meotions and psychic potential of the accused. He always interviews captured psykers brought to P-wing to see if they are potentials are just shamsters. His powers are not strong and subject to error and he cannot use them offensively.
Torquamada does not back down from disagreement with his superiors and the Pontifex has a grudging respect for him.
